[Pulp-list] pulp_rpm 3.13.0 is Generally Available

pulp_rpm 3.13.0 has been released. It is compatible with pulpcore 3.13 and
the upcoming pulpcore 3.14.

This release introduces:
 - support for mirroring a remote repository
 - substantial memory improvements when syncing large repositories
 - the ability to determine what checksum should bed for packages and
metadata if not explicitly specified
 - auto-distribute now only requires setting a repository on a distribution

It also contains a variety of bug fixes.
