[Pulp-list] pulp_deb 2.11.0 compatibility release is Generally Available

pulp_deb version 2.11.0 [0] has been released.
It is compatible with pulpcore 3.10, pulpcore 3.11 [1] and pulpcore 3.12 (not yet released).

This is a pure compatibility release. The only real change wrt. 2.10.0 is declaring compatibility against pulpcore 3.12.
