Lukas, I remember you were debugging this w/ flaper87 2 weeks ago on #rdo
so I've assigned above bug to you.
Last I've seen on IRC was Flavio suggesting puppet to switch to the new syntax:

 glance task-create --type import --input '{"import_from_format":
"qcow2", "import_from": "http://127.0.0.1:8000/test.qcow2"}'
