[Rdo-list] [Package Review] 2 new packages for ironic-inspector (former ironic-discoverd)

Hi everyone!

Could you please review 2 new packages that are going to eventually 
replace older openstack-ironic-discoverd?

Also previously discoverd/inspector packaging were kind of independent 
of the remaining RDO. What should I do this time to sync efforts?
