Yes. The script tries to download the Cirros image to
/usr/share/openstack-tempest-kilo/etc/cirros-0.3.1-x86_64-disk.img.

Running the script as privileged user works for me, I now have a
prepared tempest.conf file that can be used with
/usr/share/openstack-tempest-kilo/run_tempest.sh. I placed the
tempest.conf file in the directory /usr/share/openstack-tempest-kilo/etc/.
