[Rdo-list] RDO liberty - failing to install undercloud on RHEL

I did it as part of the installation.
>From the guide https://repos.fedorapeople.org/repos/openstack-m/rdo-manager-docs/liberty/installation/installing.html
Step 2 : sudo yum -y install epel-release
And then I got no package available ...repository priority protections. So I just moved on.

Try installing epel before the proliant utils.
