[rdo-list] redhat-lsb-core missing

Hello,

Using latest Newton stable and building my own images, they appear to be
missing redhat-lsb-core:

Installing this package allows it to progress past this stage.

There is no Newton version in Red Hat bugzilla. Should I still file a bug?
There or somewhere else?
