Your problem probably is as Otto has suggested. The unofficial faq has
information on this at http://www.rhil.net/docs/faq.html#making_cds
Also, RedHat 9 has been out of support since the end of April, so you
might consider trying Fedora Core 2 (effectively RedHat 11) instead.

http://fedora.redhat.com/download/
Note that you would need the 4 CDs FC2-i386-disc1.iso to
FC2-i386-disc4.iso.
