Do rpm's from fedora work for rh9 and vice versa?

Umm, why not just upgrade to FC1. You can do so just as if you were
upgrading RH 9 to RH 10 (which FC1 is, more or less).
If squeamish about it, see my recipe for safe upgrades:

The material is a little dated, but the principles still apply.
