using parted with xp ntfs

hi-
 
i get this error message...
"no implementation: support for opening ntfs file systems is not
implemented yet"
 
in my red hat linux bible it says i can use it so i am not sure what i
did wrong.
 
i typed in 
resize 1 .031 35000
 
should work right??
