I seem to remember that there were some problems with 8139 chips. I've 
got several 8129 based cards but not an 8139 so I can't comment further 
on that. You could check the archives of this list, I'm sure it has come up.

As 3120 bytes have been sent and 60 received then the card appears to be 
working but I don't like the look of the fact that only one packet has 
been received without error but 1286 with errors. Note that you have set 
an IP address of 172.31.65.21 with a netmask of 255.255.252.0 (though 
you say it should actually be 255.255.0.0) but the broadcast address of 
172.31.67.255 is covered.

I assume the router to outside your immediate LAN is 172.31.65.21, which 
is within the netmask for the ethernet card so it looks OK to me.

I feel your problem is with the 8139 not receiving properly. Either it 
is not properly supported/set up or there is something wrong with you 
cabling. It could just be a faulty cable. Not a complete solution but 
all I can see from what you have shown.
