There's several possibilities. Did you throttle back download speeds?
If you're running vsftpd, you can control the download speeds via the
"anon_max_rate" and "local_max_rate" options in the /etc/vsftpd.conf
file. By default, the values are set to 0 (unlimited), but you may have
them set differently. Also check the FTP log file to see if anything
untoward is going on.
Also check your routing tables on the server ("netstat -rn") and verify
that they're correct (especially the default gateway).
