SSH - only root can login

Ok, for whatever reason it's working now. :confused:
Now, the issue I am having is getting the "last login" message to
display for non-root users. IT works in telnet in redhat, on sshd on
Yellowdog machines, but not sshd on redhat.

Ok, I knew how to fix this at one point, but have since forgotten.
Only root can login via SSH, regular users get "Access Denied". Telnet
works just fine.
It was something simple I had to change to fix it. And whomever can
tell me will hear a load THWAP as I hit my head on my desk for being so
dense. LOL
