Exactly... who is "operator" in syslog?

Your question isn't clear.  There is an "operator" user on standard Red
Hat and Fedora installs, user ID 11, group root:

	operator:x:11:0:operator:/root:/sbin/nologin

As is obvious, the operator user can't log in and would use root's home
directory.
