As ABrady stated in his reply - does the symlink exist in the appropriate
rcX.d runlevel so that rc.local is executed at startup?

[scowles at excelsior html]$ runlevel

[scowles at excelsior html]$ cd /etc/rc3.d

[scowles at excelsior rc3.d]$ ls -l S99local 
lrwxrwxrwx  1 root root 11 Jun  1 07:39 S99local -> ../rc.local
