One would also need to check with the US Department of Commerce since
they have jurisdiction is certain areas.  Of course, checking with US
agencies is only half the equation.  One would also have to check on the
import side.

IMHO, it would probably be best to seek the advice of an import/export
agent in the appropriate field.
