Timer Resolution for Kernel 2.4.20.8smp ?

Hello  All,
 
I recently installed Redhat 9 Kernel 2.4.20.8smp on the Dual Xeon server. I am using timer_create() API for the timers and I am getting 20ms timer resolution on this kernel.
 
Could you please tell me why this timer resolution is so high, My program needs timer resolution of 10ms for its safe execution. Could you please advise what can be done to solve this problem, I checked with Fedora also I am getting 20ms resolution but with Enterprise Linux version I could get around 5ms resolution.
