man page for hosts.allow displays wrong

On a new RHEL setup, when ssh'd into the box (or telnet, too), when I
try to look at the man page for hosts.allow, it's formatting is
incorrect.  I've tried various terminal types including linux, ansi,
and vt100, all with the same result.  It only appears to do it on
hosts.allow.  Other man pages look OK, even with color attributes
working.

For an example on an older RH box the man page show symbols that look
like little "o"'s next to indented items.  On teh new box those same
symbols look like an A with a caret on top.  That's OK, but further in
the text there are lots of other high ascii symbols showing making it
hard to read.

Anyone know what I'm doing wrong, or how to get it to show right?
"infor hosts.allow" had the same behavior.
