how to recreate rpm binary file from installed package

Is there any way to reproduce rpm binary file from the installed package ?
For example,  I have 2.4.21-15.0.3.EL kernel installed in one machine, 
but do not have rpm file.   I would like to know if I can reproduce the 
exact same rpm file.
