Why password expiration turns on "automatically"

IIRC, this is a bug and it's somewhere in the bugzilla.redhat.com . RH may 
have decided to close this bug (not fix it) since RH 9 has reached end of 
life. This happens to me too when I use redhat-config-users in RH 9.
