Any system with access to the RHEL channel(s).

So to gather RPMs for RHEL3ES, one must use a RHEL3ES system, and the RH custom up2date software.

Not true.  You can download any package that is in an available channel,
whether it's installed on that system or not.  Yes, I've tested this.

I'm not so sure, up2date seems to be only concerned with downloading the most current version of a package. For example, how could one ask up2date to download kernel-2.4.21-4.0.1.EL.athlon.rpm from a system which is running kernel-2.4.21-9.EL.i686.rpm?
