Not exactly sure what you're referring to when you say "below", but if
you're saying that:
---- /etc/httpd/conf/httpd.conf -----
<Directory "/var/www/html">
AllowOverride AuthConfig
Order deny,allow
Allow from all
</Directory>
should work as well, I think I agree.
