RHN Proxy Server Setup and Configuration

That is correct.
It is used to keep a local copy of rpm (srpms etc...) on the local network 
so all the clients do not have to retrieve them from the internet. 
Although, I do believe squid is used as one  piece in this type of 
configuration.

I don't think he means a web cache.. AFAIK, the redhat network proxy 
server
Is part of the satellite server for caching RHN updates.
