libtcl.so.0

I did google it, but the closes thing I got was he tcl scripting
language, which has some libtcl files in it, but not the one I'm looking
for.

I googled it (did you?), and it looks like it's provided postgres-tcl.
So try 
installing rh-postgresql-tcl*.rpm.
