rpm import key fails

Can anyone tell me why I get the below error and how to fix it?

# rpm --import https://www.progeny.com/pgp/f6b38fe4.asc
error: https://www.progeny.com/pgp/f6b38fe4.asc: import read failed.

I can see the key at the url.
