RPM install error during ssh session

I am having problems getting rpm's to install through ssh connection is
giving me a

warning: webmin-1.140-1.noarch.rpm: V3 DSA signature: NOKEY, key ID 11f63c51
Segmentation fault

During the install. This only happens during a remote install through ssh.
No telnet running, just ssh. Any suggestions.
