Yup.  Just export your e-mail addresses from your database and use
sync_members against the mailman list.  Members that are already there
but disabled will be left alone (to handle the unsubscribes by the user
or by bounces).  New members from your database will be added.  If your
database has another list of members that have unsubscribed differently
(perhaps by phoning you), then sync_members can handle that too.
