Novell Netware 4.11 and RHL print server?

Hi,
I have a friend that still using novell netware 4.11, installed IPX and IP
protocol.
He want to add a linux server as print server, using CUPS.
And,
He want to add some short of security feautres in cups. So, like department
A users can only print to printers in department A, and so on.

I know that SAMBA can combine the windows logon with linux logon, but what
about novell?
