Sendmail libmilter question

I am running RHEL 3 ES with Sendmail 8.12.10 that comes with it which
has been compiled with MILTER support. Unfortunately Red Hat is not
providing the necessary library, libmilter, and the headers files, nor
are they providing a sendmail-dev rpm package. Does anyone know a
workaround to get libmilter installed or where to get the right
sendmail-dev package?
