accessing port in IP-layer(help)

Dear all,
I am trying to access the Port number in ip-layer by
accessing the tcp header present in sk_buff structure.
But the problem is that i am not getting the same port
number in ip-layer , as it shows me in Transport
layer.
I am accessing the port number in ip_rcv()
{net/ipv4/ip_input.c}
and  in tcp_v4_rcv() {/net/ipv4/tcp_ipv4.c}

Example
-------
If am running an application by using the port 7777
then i am getting the same port number in Transport
layer
But in IP-layer the port number is 52 or 60....
