How to Limit Simultaneous TCP Connections

Is there anyway to limit the number of simultaneous
connections on Redhat 8/9 Linux?

I want to limit it to 5 TCP connections at a time, and
for every connection to the box not just a particular
service.

In particular I will be using it as a netfilter box
for packet forwarding to other servers and dont' want
to allow more than 5 connections through it at a time.
