well I am finding that I am unable to install qt-devel because the version is
out of sync with the installed qt version. How can I find a qt-devel for
redhat 9 that matches my installed qt versino 3.1.2-13.4 please?
looks like up2date is attempting to install qt-devel 3.1.1-6

There was a package dependency problem. The message was:

qt-devel-3.1.1-6 requires qt = 1:3.1.1-6

but for some reason qt version 3.1.2-13.4 is installed - from which seems like
a redhat build.
