Google is your friend.....

Why not go for a dsl modem with dial-backup?  A quick search finds at 
least one product that may fit your needs...granted it doesn't have a 
built in modem.

I suggest going this route (pun intended) since a dialup connection is 
normally much slower than a dsl and you'd only want to do dialup when 
your dsl is out.

FWIW, there are probably other products equally suitable....but I think 
you can use google as well as I can.  :-)
