FC4: Manually configure networking?

For some reason, this doesn't seem to work on FC4.  When I run
system-config-network and configure Ethernet or when I edit my
/etc/sysconfig/network-scripts/ifcfg-eth0 file, the IP address doesn't come
up on boot, just the interface.

/etc/sysconfig/network-scripts/ifcfg-eth0
