It can't legally come with pine without causing issues down the road.
If there were to be a security hole in pine, Red Hat could not patch it
and distribute the fix.

Dag's archive (http://dag.wieers.com/packages/pine/) distributes pine
but I haven't checked into the legality of his distribution.  My guess
is that he has only packaged it and will never patch the sources.

You might be able to just get away with grabbing the RHEL 3 rpm from
Dag's archive and it will install out of the box.
