A free product like Mondo Rescue (http://www.mondorescue.org) can
generate CD or DVD images that are sufficient to recover.  You can even
take those images and restore to a larger hard drive and resize while
you're at it if you crash your boot drive.

That's what Mondo allows for.  You can restore the entire system or
individual files.  You can create the ISO images and store them on
another server and only burn the CDs if you can't boot.  It will restore
the boot block and partition table - tar/cpio/etc won't do that.
