linux passowrd re-use problem

Use something like this in /etc/pam.d/sys-auth:
password sufficient /lib/security/pam_unix.so nullok use_authtok md5
shadow remember=6
You will also need to touch /etc/security/opasswd in order for it to work.

as Linux does not have a facility to remember the old
passwords for each user, how do i prevent users re-use
their old passwd? is there any software to do this? or
anything like pam can be configured to use some sort
of db to do this?
any suggestions are highly appreciated.
