how to attached an external tape drive without restart

my name is Robent, i'm a newbie in linux, and i have this problem..
Please Help.. :)

We are using Redhat Linux 8.00 Kernel 2.4.18-14 on HP Proliant ML 370, CPU Xeon 2.8 G as server,
and we already have an external HP StorageWorks DAT 40 tape drive..

How can i ask my server to detect this tape drive after i attached it to scsi port without restart the server?
