A little mail server help !

I have thought something like defining access policy per user at each 
location. But the prob is what I know is Postfix would either relay or not 
relay, it wont provide me a rule to relay only to some users and restrict 
mailing to other users in ONE LOCATION.

the three groups would be usergroups which would reside at every location
