CLOSE_WAIT hanging

I am running the following Linux version:
Linux version 2.4.21-27.0.2.ELsmp (bhcompile at tweety.build.redhat.com)
(gcc version 3.2.3 20030502 (Red Hat Linux 3.2.3-47)) #1 SMP
I am having a networking problem where CLOSE_WAIT does not close even so
a FIN_WAIT_2 is sent. CLOSE_WAIT stays open forever. Is there a way to
setup a timeout or a time to live? And if so, what are the hidden
implication for the rest of the connections?
