Kernel 2.4.21-31.EL unknown GPG?

To all:

When I run "up2date" and I select try to install kernel 2.4.21-31.EL 
I get something like the message:

"kernel 2.4.21-31.EL signed with an unknown GPG signature"

Is this normal?  I would think that the kernels supplied by redhat would
always have a known GPG signature.  Can someone explain to me
what might be the cause of this?
