Help about syslog-ng;

Hi;
There is a problem when starting syslog-ng ; plz guide me if you have
any idea about it. The error is as folllows;
"
Starting syslog-ng: io.c: bind_inet_socket() bind failed
192.168.X.X:5140 Cannot assign requested address
Error initializing configuration, exiting.
"

I checked about syslog process but it is not running ; I could not
understand where is the problem.
