I got the solution.
echo "1 15 30"> /proc/sys/vm/pagecache
and
sysctl -p
resolved it.
What I was missing earlier was "did not run sysctl -p" after changing
the values in /proc/sys/vm/pagecache.
Anyhow, I appreciate if somebody can provide with documents on these
kind of kernel parameters.

I am running RHEL AS 3.0
My "kswapd" is using heavy CPU. Is there a known issue for kswapd in
RHEL As 3.0? I read some where that I need to adjust the values in
"/proc/sys/vm/pagecache". Cany anybody provide me with a link for
detailed document about setting pagecache?
