Passwd: users can't set their own passwd

After setting up a new ES Ver 3 server, users cannot change their own
passwords using passwd.

    either get

	BAD PASSWORD: it is based on a dictionary word     or

	BAD PASSWORD: it is too short

     it wont accept or update anything

	passwd: Authentication token manipulation error


Tried changing the 'required' to 'optional' in /etc/pam.d/passwd  to no
avail

auth       optional     pam_stack.so service=system-auth
account    optional     pam_stack.so service=system-auth
password   optional     pam_stack.so service=system-auth


Any ideas?
