ipconfig No RUNNING message

[Pyle, Brian]

I repeat.... "The interface is completely functional"  It just doesn't
show RUNNING in the stdout when I run the ifconfig.

You need to connect it to the switch / hub, Just phisical connectivity
will solve the problem.
