Linux ext2/3 use advanced algorithums to preallocate space
when writing files to the disk. to keep this to a min


you can try fsck.ext3 -D  it sounds like what your wanting to do
man fsck.ext3

you can migrate from ext3 to ext2 and run the older programs
to defrag.. but again.. would just recomend to do the
backup data / format / restore..
