Can't increase the number of open files limit in RHEL AS 4. Please suggest.

Hi,

The following entry in /etc/security/limits.conf of RHEL AS 4 does not
work.  Please suggest.
root hard nofile 32768

[root at bangpcplin1 ~]# ulimit -n
1024
