slow download from Proftpserver while fast downloads

Hi,

I just got a call from a user, asking why uploading (1 MB/Sec) to a 
special ftp-server is so mutch slower than downloading (+-4 MB/sec).

The ftp server is not mine, but belongs to our network, so I can get the 
configs/systeminformation. The ftp server is behind a firewall, but 
FTPing from other servers can be fast as Hell (16-20 MB/sec)

Any Ideas where to start debugging?
