Very slow performance suddenly on redhat 3 es server

I'm not exactly sure what has changed on this box, however for some
reason logins to this box are very slow; it's not network related, as
the boxes are using local authentication; it's an hp server class
machine; machine remains idle pretty much all day (it's not a database
server or anything like that) top shows that cpu usage is very low,
roughly 99 percent idle, memory is fine, as this box never swaps; any
ideas on troubleshooting or ways that I can get some better statistics
on the box?  Thanks very much.
