Instead of using mount command try rebooting the system to remount the / 
partition. You are running >>

quotacheck -avum /

Use -g option instead of -u as you are implementing group quotas only. Before running "quotacheck -avgm /" execute "
quotacheck -cg /" It will create quota file.
